NOWHERE TO HIDE: Nandi County Officials Cornered in Massive Ksh 6bn Scandal as Investigation Blows Lid Off Systematic Looting

A damning investigation has uncovered widespread corruption and mismanagement in Nandi County where an estimated Ksh 6 billion of taxpayers money allegedly haemorrhaged through ghost projects and irregular procurement.

At a secluded Mombasa hotel, away from prying eyes, investigators pored over evidence which insiders claim was two pickup trucks loaded with damning documents, 108 video clips of abandoned projects, and two terabytes of digital evidence – all painting a picture of what investigators describe as "systematic plunder" of public resources.

The scale of the scandal is shocking. 

Take the water and climate action department, dubbed "the theater of corruption" by investigators.

Here, 1,884 employees were unceremoniously dismissed in what appears to be a calculated move to create space for fraudulent schemes.

The department became a cash cow, with projects existing only on paper while billions vanished into thin air.

The investigation meticulously demonstrates how senior officials, including four County Executive Committee members, allegedly orchestrated what one investigator described as "incoherent grammar and utter misrepresentation of facts" in project documentation. 

Junior officers summoned for questioning became unwitting witnesses to the elaborate scheme, some too generous in their revelations about departmental secrets.

In the health department, investigators uncovered a trail of suspicious procurements and questionable expenditures.

The agriculture sector is not spared either, with evidence suggesting inflated contracts and phantom deliveries. 

Roads and infrastructure projects, many incomplete or shoddily done, stand as concrete testimonies to the misuse of public funds.

The rot runs deep. 

Even the County Public Service Board, meant to be a guardian of proper governance, stands accused of complicity. 

One board member, Ezekiel Chemwor, hastily resigned and declined to appear before investigators, raising eyebrows about what secrets he might be keeping.

To understand the magnitude of this scandal, consider that Ksh 6 billion could have transformed Nandi County's healthcare system, built modern roads, or revolutionized its agricultural sector. 

Instead, investigators found a trail of incomplete projects, suspicious payments and an assemblage of documents carefully crafted to conceal the truth.

The cavalier attitude of some officials during questioning was telling. 

When confronted with evidence, they either feigned ignorance or provided what one committee member described as "hot air" explanations.

This brazenness suggests a deeply entrenched system of corruption that had operated with impunity until now.

Meanwhile, both the Ethics and Anti-Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) have trained their sights on this case, suggesting that this might be just the beginning of a larger cleanup operation.

The probe, conducted by a 16-member county assembly ad-hoc committee co-chaired by Benjamin Kerich Matata and Sarah Mutwol, revealed what investigators describe as a systematic "looting spree" under Governor Stephen Sang's administration.

The investigation has implicated several high-ranking officials in the county.

Four County Executive Committee (CEC) members now risk potential removal from office.

Among those facing potential action are Chief Officers Jonah Kipruto Biwott (Water, Lands and Climate Action) and Fred Kiptum (Health and Sanitation) who have been recommended for dismissal. 

Several other officials, including the Chief Officer for Finance and Planning Priscah Muigei, face possible suspension.

The investigation has also called for the dissolution of the entire County Public Service Board.

Board member Ezekiel Chemwor, who resigned during the investigation is recommended for further probe by EACC.

Local residents have shown intense interest in the findings, with community groups organizing to monitor the response to the revelations.
